Chinese local government propaganda often garners limited readership among the general public, leading to the question of why substantial financial resources are still allocated to this form of communication. The findings reveal that propaganda serves as a crucial tool for local officials to signal their loyalty and hard work to higher levels of government, thereby enhancing their political standing and prospects.
